I used to think he was bluffing, in an attempt to preserve his position as long as possible. Now I kinda think he thought he had them, but in reality the development programs were either a complete failure, or completely mythical. Everyone below a certain level was bluffing, because it was safer to lie, than admit failure.
Anyway, enough politics.
